Last month a client CEO did just that: Michael Beard, President & CEO of the Technical Standards & Safety Authority (TSSA) presented at the special leadership conference organized by the Strategic Capability Network (SCNetwork) to celebrate its 35-year anniversary.
The conference focused on the critical traits that today’s leaders needs in order to tackle tomorrow’s challenges. Each speaker addressed a specific aspect of leadership – including: the leader as a strategist; the leader as as a coach; and the leader as a change agent.
Michael Beard shared with the audience of senior HR executives how TSSA has built a culture of change leadership – under the guidance of ORCHANGO. After the formal presentation, ORCHANGO president Edmond Mellina joined Michael Beard on stage for a deeper discussion about the TSSA case.

Increasing change capacity and embedding change management into the organizational culture have become strategic imperatives. Organizations are also preoccupied with overcoming significant levels of resistance to execute critical change. And let’s not forget the day-to-day business, which must kept running smoothly all along!
Three years ago, the institution dedicated to enhancing the safety of Ontarian – the Technical Standards and Safety Authority (TSSA) – embarked on an ambitious journey to overcome these challenges.
Michael Beard will describe how TSSA developed its ability to absorb change and built a culture of change leadership while successfully rolling out a series of strategic change. Following his presentation, Michael will engage in a deeper discussion about the TSSA case with Edmond Mellina, President of ORCHANGO, who has guided TSSA throughout this journey.
ABOUT THE SPEAKER
Michael Beard, President and CEO of the Technical Standard and Safety Authority (TSSA).
Prior to being appointed President and CEO in March 2013, Michael was TSSA’s Vice President of Operations, responsible for providing strategic direction and operational effectiveness for all program areas, as well as contributing to the development, assessment and implementation of TSSA’s corporate strategies.
Michael joined TSSA in 2010, after holding senior leadership roles in Canada, the United States and South Africa with Chubb Security, Bell ExpressVu and the Fire and Security Division of United Technologies Corporation.
Michael holds a Bachelor of Science Degree in Electrical Engineering from the University of the Witwatersrand in Johannesburg, South Africa and a Master of Business Leadership Degree from the University of South Africa.
Since 1997, the Technical Standards and Safety Authority (TSSA) has delivered public safety services on behalf of the government of Ontario (Canada) in four key sectors: 1) Boilers and pressure vessels, and operating engineers; 2) Elevating devices, amusement devices and ski lifts; 3) Fuels; and, 4) Upholstered and stuffed articles.
TSSA is a not-for-profit, self-funded organization dedicated to enhancing public safety. With headquarters in Toronto, TSSA employs approximately 380 staff, 70 percent of whom work in operations. Governed by a 13-member board of directors, TSSA is accountable to the Ontario government, the residents of Ontario and its other stakeholders.
